How to Build an RFP Scoring Matrix That Actually Works

A scoring matrix is the backbone of objective vendor evaluation. Without one, RFP decisions devolve into gut feelings, office politics, and whoever presents best in the meeting. With one, you have a defensible, data-driven process that selects the right vendor.

Here's how to build a scoring matrix that actually differentiates vendors.

What is an RFP scoring matrix

A scoring matrix is a structured framework that maps every RFP question to a numeric score and weight. Evaluators score each vendor's response on a consistent scale, weights amplify what matters most, and the math produces an objective ranking.

It's a spreadsheet at its simplest, or a platform feature at its best.

Step 1: List your evaluation criteria

Start by grouping your RFP questions into categories:

  • Technical capability. Can they do the work?
  • Experience and qualifications. Have they done it before?
  • Approach and methodology. How will they do it?
  • Pricing and value. What does it cost relative to value?
  • Timeline and availability. Can they deliver when you need it?
  • Support and maintenance. What happens after delivery?

Each category contains specific questions from your RFP.

Step 2: Assign weights

Weights express priority. Common approaches:

Assign a percentage to each category that sums to 100%:

Multiplier weights

Assign multipliers (1x, 2x, 3x) to individual questions:

Multiplier weights are simpler and work well when you want granular control at the question level rather than category level.

How to decide weights

Ask your stakeholders: "If two vendors tie on everything else but differ on this criterion, would it change your decision?" If yes, it deserves higher weight. If no, keep it at 1x.

Step 3: Define the scoring scale

A 1-5 scale balances granularity with usability:

Write this guidance out and share it with all evaluators before scoring begins. "Adequate" means different things to different people unless you define it.

Step 4: Score independently

Each evaluator scores every vendor's response to every question. Independently. Before any group discussion.

This matters because:

  • It prevents anchoring. The first opinion shared in a group tends to anchor everyone else's scores.
  • It surfaces diverse perspectives. A technical evaluator might catch something a business evaluator misses, and vice versa.
  • It creates accountability. When scores are attributed to individuals, people take scoring more seriously.

Step 5: Calculate weighted scores

For each question, multiply the score by the weight:

Weighted Score = Raw Score × Weight

Sum the weighted scores across all questions for each vendor. The vendor with the highest total is the top-ranked candidate.

Step 6: Discuss and finalize

After independent scoring, bring evaluators together to:

  1. Review discrepancies. Where evaluators differ by 2+ points, discuss what each person saw. Often one evaluator caught a detail others missed.
  2. Adjust scores. Evaluators may revise their scores based on the discussion. They should not be pressured to; the goal is shared understanding, not forced consensus.

Tips for better scoring

  • Score all vendors on one question before moving to the next. This creates consistency and direct comparison.
  • Use the full scale. If most scores are 3s and 4s, the matrix can't differentiate. Push evaluators to use 1, 2, and 5 when warranted.
  • Don't score pricing on the same scale. Convert pricing to a normalized score separately (e.g., lowest price = 5, highest = 1).
  • Remove non-differentiating questions. If every vendor scores the same on a question, it adds noise without value.
