Vendor Evaluation Best Practices: How to Score and Compare RFP Responses

You've sent out the RFP and responses are in. Now comes the hardest part: evaluating them objectively, consistently, and defensibly. Poor evaluation processes lead to poor vendor selections and expensive consequences.
Here's how to evaluate RFP responses the right way.
Start with a scoring framework
Before you read a single response, define your scoring method. This prevents bias, ensures consistency across evaluators, and creates documentation you can reference later.
Weighted scoring
Not all questions are equally important. Assign weights to reflect priority:
- Critical requirements (security, compliance, core capability): 3x weight
- Important requirements (experience, methodology, timeline): 2x weight
- Nice-to-haves (additional features, value-adds): 1x weight
For example, if a security question has a weight of 3 and a vendor scores 4 out of 5, their weighted score is 12. A nice-to-have question with weight 1 and a perfect score of 5 is still only 5.

Scoring scale
Use a consistent scale for all questions. A 1-5 scale is the most common:
- 5. Exceptional. Exceeds requirements with compelling evidence.
- 4. Strong. Fully meets requirements with good detail.
- 3. Adequate. Meets basic requirements.
- 2. Weak. Partially addresses requirements with gaps.
- 1. Insufficient. Fails to address the requirement.
Define what each score means before evaluation starts. Evaluators should score a 3 the same way across all questions and vendors.
Build your evaluation committee
Who should evaluate
Include people with different perspectives:
- Subject matter experts who understand the technical requirements
- End users who will work with the vendor daily
- Procurement/finance for commercial and compliance review
- Management for strategic alignment
How to evaluate
- Score independently first. Each evaluator reads and scores responses alone, without discussion. This prevents groupthink and anchoring.
- Use a comparison matrix. See all vendors' answers to the same question side by side, not one vendor's full response at a time.
- Discuss discrepancies. After independent scoring, meet to discuss significant differences (where evaluators differ by 2+ points). Often the discussion reveals something one evaluator caught that others missed.
- Finalize scores. Reach consensus or average the scores. Document the rationale.
Build a comparison matrix
A comparison matrix shows scores across vendors and questions in one view:

The weighted totals give you an objective ranking. But don't stop there. Scores are inputs to the decision, not the decision itself.
Look beyond the scores
Quantitative scoring tells you who answered the questions best. Qualitative assessment tells you who will actually deliver:
- Red flags. Did a vendor dodge a direct question? Provide vague generalities instead of specifics? These are warning signs of a bad vendor fit.
- Cultural fit. Will this vendor work well with your team? Communication style and responsiveness during the RFP process often predict project performance.
- References. Contact the vendor's references. Ask about specific projects similar to yours, problems encountered, and how the vendor handled them.
- Financial stability. For long-term engagements, verify the vendor's financial health. A great proposal means nothing if the vendor folds mid-project.
Common evaluation mistakes
- Scoring inflation. Evaluators who give mostly 4s and 5s make differentiation impossible. Calibrate expectations and use the full scale.
- Recency bias. The last response read often gets favorable treatment. Randomize the order each evaluator reads responses.
- Price anchoring. Looking at pricing before evaluating quality creates bias. Score quality first, then factor in price.
- Gut decisions dressed as process. If you've already decided which vendor you want and are scoring to justify it, the process is theater. Let the scores inform the decision genuinely.
- Committee evaluation without individual scoring. Group discussions before individual scoring lead to conformity, not accuracy.
